			<content:encoded><![CDATA[<p>A number of states have had enough, and are planning to <a href="http://www.latimes.com/news/nationworld/nation/la-na-traffic-laws-20120101,0,7870169.story">enact laws</a> that ban cell phone use for all drivers, private and commercial, with the only exceptions being rescue workers and law enforcement. States like Oregon, Nevada and Illinois are enacting tough new penalties for distracted drivers, going particularly after cell phone users.</p>
<p>Moreover, the Federal Motor Carrier Safety Administration (FMCSA), which oversees safety regulations for commercial drivers, instituted a ban on cell phone use in commercial vehicles. Before, drivers were able to take advantage of a loophole that allowed cell phones if they were necessary for work purposes. </p>
<p>By FMCSA estimates, 4 million drivers will be affected by the new regulations. While this will make work for many of them tougher, distracted driving has been an increasing problem on the roads in recent years, and there has been many a crash site with a cell phone showing a half-written text message.</p>
